Southampton's floor-by-floor conversions
Southampton City Council's register recorded 322 commercial applications, 191 change-of-use applications and 34 commercial-to-residential proposals in the 12 months from 7 October 2025.
Many recent entries are prior approvals for Class E to become flats: five one-bed flats in one case, two one-bed flats on a ground floor in another, a two-bed flat, and a studio on a second floor. There is also an application for a lawful development certificate to turn a storage room into a flat, and an outline application for a four-storey building with a commercial unit and four flats.
Prior approvals and certificates: what lenders want to see
Lenders care about certainty. A granted prior approval, or a lawful development certificate confirming a use is lawful, gives them a firm basis for valuing the converted unit. Until then, they lend on the current commercial value.
- Prior approval granted: lenders can take account of the residential value as works progress
- Lawful development certificate: provides comfort that a proposed or existing use is lawful
- Outline consent: establishes the principle, but reserved matters still need approval
Our guide to Class MA permitted development covers the general rules; confirm the detail on your building with a planning consultant.
Bridging a site with outline consent
A site with outline permission for a mixed commercial and residential building is a classic bridging case. A bridge can fund the purchase while reserved matters are approved, then be repaid by development finance or a sale with full consent. Lenders lend against land value, which typically means a lower loan to value than on a standing building. See bridging loans for planning permission.
City data and the exit
HM Land Registry data to 30 June 2026 shows a median price of £250,000 across all property types in Southampton, from 3,711 transactions over 12 months, with prices 2% lower than a year earlier. Lenders will look at that trend alongside comparables for the specific flats you are creating.
As a major port with two universities, Southampton has a large rental market, and many investors plan to refinance onto buy-to-let mortgages rather than sell. If a flat will be your own home or a close relative's, the loan may be regulated, and we introduce you to a firm directly authorised by the Financial Conduct Authority.
