Five planning routes in one register
In the twelve months covered by Colchester City Council's latest snapshot there were 269 commercial applications, 191 change-of-use applications and 28 commercial-to-residential applications. The recent proposals use a wide mix of routes:
- Class MA prior approval (see our Class MA guide) to convert former retail premises to homes;
- lawful development certificates for flats on the upper floors above a shop, with the shop kept in Class E retail use;
- prior approval for office to dwelling, including ground-floor office space becoming small flats;
- retrospective full applications to regularise a ground floor already changed from commercial to residential;
- Class ZA notifications to demolish a commercial building and replace it with a new house.
Each route gives a lender a different level of certainty, which affects how much they will lend before the planning outcome is known.
Retail units and ground-floor flats
Converting a shop at street level into a flat raises questions upper-floor schemes do not: privacy, security, outlook and whether buyers or tenants want a home on a commercial frontage. Valuers reflect those points in the end value. Where the shop is kept and only the floors above change, lenders are usually more comfortable. Our retail bridging loans page covers how lenders value shops with and without a tenant.
Demolish and rebuild under Class ZA
Class ZA permitted development allows certain vacant commercial buildings to be demolished and replaced with homes, subject to prior approval and a set of conditions. It is a narrower right than Class MA, so confirm eligibility with a planning consultant before you buy. For funding, the bridge typically buys the site on its existing value, and development finance takes over once approval is granted. Lenders apply lower LTVs here than on standing buildings.
Buying, exiting and getting terms
Land Registry figures to 30 June 2026 show a median price of £320,000 across all property types in Colchester, from 3,279 sales, with prices flat on the year. A healthy volume of sales gives valuers reasonable evidence to work from.
Many Colchester buyers come through auction, where completion is typically due within 28 days. Auction bridging finance covers that timetable. Exits are usually a sale of the new homes or a refinance onto buy-to-let or semi-commercial lending. Owner-occupation changes things: if you or a family member will live in part of the building, it may become a regulated case for a firm directly authorised by the Financial Conduct Authority, and we arrange that introduction.
