Fewer applications, larger schemes
Gloucester City Council's register recorded 66 commercial applications, 51 change-of-use applications and 5 commercial-to-residential proposals in the 12 months from 7 October 2025.
The recent proposals are notable for scale. They include prior approval for offices to become 66 flats, a Class MA notification for offices to become 18 flats, part of a first floor converted into 8 flats, a former education building becoming business space with three flats added, and student accommodation being converted into supported living.
Why a habitats assessment can affect your bridge
One recent Gloucester entry is a Regulation 77 application, an assessment under the Conservation of Habitats and Species Regulations 2017 of a prior approval scheme's impact on the Cotswold Beechwoods Special Area of Conservation. Where an assessment like this is needed, it adds a step, and potentially time, before a residential scheme can proceed.
For a bridge, time is cost. Build any assessment into your programme and your loan term, and confirm with a planning consultant whether it applies to your site. Our guide on how long a bridging loan takes covers the finance side of the timetable.
Funding office-to-flats at scale in Gloucester
A conversion into dozens of flats needs more than a purchase loan. Lenders that fund these schemes will typically:
- lend on the purchase against the current value
- fund a share of the works, released in stages after monitoring surveyor checks
- require a costed programme, contractor details and evidence of end values
- expect an exit through phased sales or a block refinance
Our pages on office to residential bridging finance and office bridging loans explain the detail.
Gloucester price data and lender caution
HM Land Registry data to 30 June 2026 records a median price of £250,000 across all property types in Gloucester, from 2,102 transactions in the previous 12 months, with prices 0.9% lower year on year. On a large block, lenders will test whether the local market can absorb the number of flats you plan to sell in the time allowed.
For standard commercial property on a first charge, lenders will commonly advance up to 70% to 75% of value. If you or a family member will live in part of a property, the loan may be regulated, and we introduce the case to a firm directly authorised by the Financial Conduct Authority.
